SO IS LEGISLATION GREATER THAN HUMAN NATURE?

Whether we decide to install an under counter water filter or have maintenance work done to our property, at some point Money enters the picture and the majority of us have to prioritize on what we spend our income.
Combine this with the fact that if it seems there is little urgency we can so easily procrastinate. Many of us tend to put off what we consider is not necessary or can wait So what is important might not be viewed that way when it should be, especially when tangible benefits to our health and well being are so easily attained.
Then there is the other aspect to human nature that if there's a chance we can get away with it, we may be tempted to take the risk and not do it. Depending what it is we are faced with of course, but for some that is not even a factor to consider.
To protect society against individuals and groups that would take this to the extent where they are willing to harm others, laws are put in place and then upheld by the relevant authorities.
What bearing does this have on a home water filter?
This following comment relates to the need for legislation being enforced to protect drinking water supplies in the USA. Its made in the light of 1500 major investigations on pollution being stopped or delayed in very recent years.
An EPA official described the situation as "a huge step backward. When companies figure out the cops can't operate, they start remembering how much cheaper it is to just dump stuff in a nearby creek."
SO IS LEGISLATION GREATER THAN HUMAN NATURE?
If the law was enough, why is there a need for organizations like the Environmental Protection Agency?
The situation causing concern described above most probably is being influenced by Money and a Lack of Urgency along with Procrastination to a greater or lesser extent.
Human nature in its varied faces reveals itself to us in the most unlikely ways. Sadly for one reason or another there are those who are willing to pollute our water supplies and do not worry themselves about how it effects others.
The EPA and other bodies endeavor to keep things to do with the environment stable so as to supply drinkable water.
A water filter can ensure family homes have the necessary protection from the contamination found in our water supplies and along with it peace of mind.
In conclusion may I raise the question again - How much is an under counter water filter worth to you?
